Councilors are the face of your faction on Earth. Every nation flip, technology breakthrough, and covert operation is executed by a councilor somewhere on the globe. Understanding how to recruit the right councilors, assign them to the right missions, level them efficiently, and protect them from enemy operations is the difference between controlling the Earth and watching it fall to the aliens or a rival faction. This guide covers all six councilor professions, the six core stats, mission mechanics, leveling strategy, organization management, and transfer rules.

Councilor Professions — Stats and Best Use

Every councilor belongs to one of six professions: Politician, Scientist, Spy, Operative, Celebrity, or Officer. The profession determines which stat is the primary stat (gains +2 per level-up) and which missions the councilor is naturally suited for. A Scientist with 8 Science will complete Advance Research missions faster than a Politician with 8 Persuasion attempting the same mission. That said, any councilor can attempt any mission if their relevant stat is high enough; profession determines aptitude, not permission.

In the early game, Politicians are king. Earth control determines your resource income, research speed, and military capacity. A single high-level Politician can control 3-4 G20 nations simultaneously through the Control Nation mission. As the alien threat becomes military rather than political, Officers and Operatives become more important. Scientists are always important but their impact is delayed; they do not help you until the research project completes. Plan your councilor recruitment to match your strategic phase: Politicians first, Scientists second, Officers and Operatives third.

Core Stats Explained — What Each Stat Does

Each councilor has six stats: Persuasion, Investigation, Espionage, Command, Science, and Administration. Stats range from 1 (terrible) to 10 (maximum possible through level-up alone). Stats above 10 are possible with organization bonuses and equipment. When attempting a mission, the game calculates success probability based on your councilors stat minus the target nations resistance or the enemy councilors opposing stat. Understanding which stats matter for which missions is essential for efficient councilor development.

Key Mission Types and Success Factors

Control Nation

The most important mission in the game. Control Nation attempts to bring a nation under your factions influence. Success probability depends on your councilors Persuasion vs. the nations current allegiance and the Persuasion of any enemy councilor also attempting the mission. Control Nation has no turn limit; you can keep attempting until you succeed or are countered. Invest heavily in Persuasion-boosting orgs before attempting G20 nations. A failed Control Nation attempt increases the nations resistance for 12 months, so prep carefully.

Public Campaign

Public Campaign boosts your factions popularity in a nation without triggering diplomatic penalties. It is the safest way to increase influence. Use it to prepare nations for Control Nation attempts. Public Campaign success depends on Persuasion and is nearly impossible to counter, making it ideal for steady expansion. Celebrities are surprisingly effective at Public Campaign because their secondary stat is Investigation, which helps detect enemy interference.

Crackdown and Purge

Crackdown removes enemy influence from a nation you control. Purge removes enemy councilors from a nation through deportation or worse. Both missions require Command and are essential for maintaining control of unstable regions. A Crackdown mission with an Officer who has 6 Command will succeed even in nations with 70 percent unrest. Purge is riskier because the target councilor may escape or trigger a diplomatic incident. Always have a Spy gathering intel on the target nation before attempting Purge.

Advance Research and Steal Technology

Advance Research grants a flat research progress bonus based on the councilors Science stat. It has zero failure risk and should be run continuously on every Scientist. Steal Technology attempts to copy a technology from an enemy or alien faction. It requires Science and has a failure risk based on the enemys Investigation. Steal Technology is the only way to acquire alien tech before you defeat an alien fleet, making it extremely valuable in the mid game.

Organization Management — How Orgs Boost Stats

Organizations (orgs) are deployable assets that boost councilor stats, provide passive bonuses, or enable special missions. Every councilor can manage a limited number of orgs based on their Administration stat. A councilor with Administration 4 can manage 2 orgs effectively; each additional org beyond the limit imposes a penalty to all mission success rates. The most valuable orgs are stat boosters: the Political Machine org adds +3 Persuasion, the Research Lab org adds +3 Science, and the Intelligence Network org adds +3 Investigation and +2 Espionage.

Orgs are acquired through research, nation projects, and mission rewards. Some orgs are unique and can only be assigned to one councilor at a time; these should go to your highest-stat councilors. Common orgs can be mass-produced and distributed to your entire councilor roster. Prioritize giving stat-boosting orgs to councilors whose primary stat matches the org: a +3 Persuasion org on a Politician is more valuable than on any other profession because the Politician gets the full benefit of their primary stat bonus on level-up as well.

Orgs can be transferred between councilors but doing so costs MC and takes time. Plan org assignments carefully and avoid frequent reassignments. If a councilor dies or retires, their orgs become available for reassignment immediately with no penalty. Losing a high-level councilor is painful, but at least you get the orgs back.

Third, check the recruitment pool every 6 months (January and July) because new councilors spawn on a semi-annual cycle. If you have excess MC, dismiss low-stat councilors (below 3 in all stats) to free up recruitment slots for better candidates. The single best investment in the early game is recruiting one Politician with 6+ Persuasion and one Scientist with 5+ Science before 2028.

What is the best way to level up councilors?

Councilors gain XP by successfully completing missions. The fastest leveling strategy is to assign missions with high success probability (70 percent or higher) repeatedly rather than attempting risky high-reward missions. For Politicians, spam Public Campaign in stable, friendly nations; each successful campaign grants XP and also boosts your Earth control. For Scientists, use Advance Research continuously; it has no failure risk and generates steady XP. For Spies, use Gather Intelligence on enemy factions; even partial success grants XP. Avoid assigning missions that have a high chance of failure because failed missions grant reduced XP and may injure or kill the councilor. Once a councilor reaches level 8-10, their stats become so high that almost all missions succeed reliably.

How does councilor transfer between factions work?

Councilor transfer is a mechanic that allows you to move councilors between allied factions (in multiplayer or when playing with AI allies). To transfer a councilor, open the councilor management screen, select the councilor, and choose the Transfer option, then select the destination faction. The receiving faction must have an available councilor slot (maximum 12 councilors per faction). Transferred councilors retain their level, stats, and orgs but lose any nation-specific bonuses from their previous posting. Note that councilor transfer is not available in single-player against AI enemies; it only works in multiplayer or when managing allied human factions.
